Is it normal for a toddler to have a wrinkly ?????

a friend of mine has a toddler (male) and his is really wrinkly is this normal he enjoys pushing in the top part too. he has wrinkly saggy skin to where you can not see the ball cage my friend does not have an internet connection so she asked me to ask this please help little C.j.
