Housebreaking a 4 month old Bealge can someone help?

I have a 4 month old beagle and when I take him outside to go to the bathroom most of the time he just wonders around even on the leash, and i'm out there like 45 min. Then when I bring him in he either poops or pees. I'm so sick and tired of this crap i can't take it anymore. I'm breaking out in zits and my acid reflux is off the roof. Some one please help me. I also give him treats we he pees and poops and he also won't poop on the housebreaking pads and won't pee on them when I take them out side. HELP!
