Question about provisional license status?

I'm 16 currently living in California. Recently, I was involved in a traffic accident in which I had hit a curb and popped a tire. When the police arrived, they told me that they were going to give me a citation as well as force me to do some sort of "retest" for my license. I was wondering if this was legal or was the retest part just them trying to scare me.
