How can I get political refuge in USA?

Any foreigner in the US can apply for asylum, that's the law. getting it is another matter, of course, but approval is decided on a case by case basis, not according to your country of origin. if you're not already in the US, you can't apply for asylum, you have to be here to file the application. if you're not in the US, you'd have to apply for refugee status, uming you're no longer in your home country. first, you'd have to register with the UNHCR whereever you are. if they have an asylum program there, you'd have to apply in that country first and be turned down before you could be considered for refugee status by the UNHCR. then, maybe you could be recognized and apply for refugee status somewhere, but refugees don't usually get to choose what country will take them, so you could still wind up somewhere else. US refugee programs are targeted more at specific countries of origin.
